【環球時報-環球網綜合報道，記者郭元丹】23日和24日連續兩天，美軍“米利厄斯”號導彈驅逐艦非法闖入中國西沙領海，被解放軍南方戰區海空部隊連續警告驅離，對於美軍的違法行爲，中國軍方表示強烈不滿，講話級別由南方戰區升級爲國防部，並嚴正要求美方立即停止此類挑釁行爲。

23日，南方戰區發言人田俊利表示，美國“米利厄斯”號導彈驅逐艦當天未經中國政府批准，非法闖入中國西沙領海。對此，中國人民解放軍南方戰區組織海空軍依法跟蹤監視和警告驅離。24日，“米利厄斯”號導彈驅逐艦再次非法闖入中國西沙領海。發佈消息的單位升級爲中國國防部。國防部新聞發言人譚克非表示，解放軍南方戰區正在依法跟蹤監控，並警告驅離。譚克非指出，美軍的行爲嚴重侵犯了中國的主權和安全，嚴重違反了國際法，是其大航海霸權和南海軍事化的又一鐵證。“我們嚴正要求美方立即停止這種挑釁行爲，否則將承擔引發不可預見事件的後果。”

值得注意的是，美方對這兩起侵犯西沙羣島事件的反應略有不同。據彭博社報道，針對美國“米利厄斯”號導彈驅逐艦23日的行動，美國第七艦隊表示，該艦“在南海進行例行行動，沒有被驅逐。美國將繼續在國際法允許的範圍內飛行、航行和行動。”彭博社認爲，美國海軍並未將“米利厄斯”號的行程稱爲“航行自由行動”，這意味着中國可能正在密切關注，並宣傳過去未引起關注的美軍日常行動。

針對“米利厄斯”號24日的行動，美聯社報道稱，這是美國所謂“航行自由行動”的一部分。美國第七艦隊發言人盧卡·巴基奇說，“這次行動反映了我們對維護航行自由和所有國家合法使用海洋的承諾。”“美國將繼續在國際法允許的任何地方飛行、航行和行動，就像米利厄斯號今天所做的那樣。”巴基奇還告訴美聯社，這艘船“沒有被趕走”，在帕拉塞爾羣島附近完成任務後，它“繼續在國際水域執行日常海上安全行動”。

美國軍艦上一次在南海實施所謂的“航行自由行動”是在2022年11月，11月29日，美國導彈巡洋艦“吉斯·羅斯韋爾”號未經中國政府批准，非法闖入中國南沙島礁鄰近海域。

對於美軍的持續行動，軍事專家宋忠平24日對《環球時報》記者表示，這表明，無論是在南沙還是西沙，美軍的近距離偵察力度都在加大，挑釁力度越來越大，美軍在實施挑釁行動時也藏着“小心思”。

“美國在俄烏衝突中遇到了很大阻力，擔心未來無法遏制中國的發展，因此加大了在南海的軍事準備。”宋忠平說。

不僅如此，今年2月2日，菲律賓國防部同意再向美軍開放4個軍事基地的使用。菲律賓總統馬科斯22日表示，他將很快正式宣佈在菲增建的4個美軍基地的位置，“一些在北部，一些在巴拉望島周圍，還有一些在更南的地方”。路透社和法新社推測，這4個新軍事基地很可能位於呂宋島，靠近中國臺灣島和南沙羣島。

宋忠平分析，美國在菲律賓設立更多軍事基地，最直接的表現將是：美軍在南海對解放軍的偵察力度將持續加大，“分析認爲，4個軍事基地中有3個設在呂宋島，1個設在巴拉望羣島，巴拉望羣島的軍事基地主要針對南沙羣島，呂宋島的3個基地針對西沙羣島、黃巖島和臺灣海峽，這些基地針對性很強。一旦美軍在這些地區建立海空軍事力量，不僅會通過艦艇和飛機進行偵察，還會通過建立監聽站和遠程雷達進行偵察。對此，中國當然要以牙還牙。”宋忠平說。

However, with the changes in the situation at home and abroad, in 2014, during the tenure of Aquino III, the United States and the Philippines signed the "Agreement on Strengthening Defense Cooperation", allowing the US military to build or upgrade military facilities in designated areas of the Philippines. After Little Marcos came to power, the US military returned to the Philippines faster, adding 4 new military bases in addition to the original 5 military bases.

Frankly speaking, there are signs of hugging the thighs of the US military or even offering their name to the US military. But is this to win over the US military and deal with China?

At least on the surface, the Philippines certainly does not say that.

Marcos Jr. has previously emphasized that military means are definitely not the solution to the South China Sea issue, and that the Philippine-US alliance is "still strong," but this does not mean that the Philippines will "choose sides" in the ongoing Sino-US tensions.

The Philippines is torn beyond words. It is true that the Philippines needs China's support and help; but it is also true that the Philippines is cooperating more and more closely with the US military.

At the press conference of the Chinese Ministry of Foreign Affairs on March 22, there was such an interesting question and answer.

Reuters reporter asked: Philippine President Marcos said today that under the enhanced defense cooperation agreement signed with the United States, four new military bases will be located in different parts of the Philippines, including a province facing the South China Sea. President Marcos also said today that the external security environment is becoming more complex and unpredictable. 我們一貫認爲，國家間防務安全合作應有利於地區和平穩定，不應針對第三方，損害第三方利益。美國出於一己私利和零和思維，不斷加強在該地區的軍事部署，正在加劇緊張局勢，危及地區和平穩定。地區國家應對此保持警惕，避免被美國脅迫和利用。
